“The quality of a city’s libraries speaks directly to the kind of quality of life that its community enjoys. Libraries these days are far more than just a collection of books. They are the digital cultural cores of the neighborhoods they serve. It’s fair to say that since 2005 — when Salinas suffered a great national black eye when all of its libraries were almost closed – to the present, Salinas’ libraries have suffered a tortured existence.”
