“A new governing plan overseeing the 10 Santa Cruz County libraries received its first public airing Monday night. A new 10-year governance plan of the joint city-county run library system calls for downsizing the nine-member Joint Powers Authority Board to a four-member governing board, comprised of city managers from Santa Cruz, Capitola and Scotts Valley and Santa Cruz County’s administrative officer. A companion seven-member community advisory committee also will be created.”
