Half Moon Bay: Library funding may require supermajority

“Last February in a 4-1 vote, the Half Moon Bay City Council passed plans to make more than $8 million available in lease revenue bonds to help fund the city’s new library. But a group of local constituents want to require a supermajority vote from the council in order to actually issue the bonds.”
